As subtle as it may seem, bullying is a form of violence. Research shows that over 75% of today's youth will be exposed to at least some aspect of bullying before they reach high school. The act of bullying has lasting consequences not only for it's victim, but bystanders as well. At the very least, it damages the learning environment and threatens a child's number one concern at school – personal safety.

Patricia Gatto and John De Angelis, authors and advocates for children's issues, especially literacy and anti-bullying policies, have written MILTON'S DILEMMA, a 32-page children's book. Richly illustrated by Rhode Island School of Design graduate, Kenneth Vincent, this is the tale of a lonely boy and his struggles with the school bullies. With the help of a mischievous gnome, young Milton embarks on a magical journey to friendship and self-acceptance as he leans that getting even isn't the answer, even in his dreams.

Gatto and De Angelis have taken things further by developing Milton's Dilemma and the Consequences of Bullying, an energetic and uplifting musical assembly program based on their book. The hour-long presentation addresses the issues in an entertaining, yet thought-provoking manner. It features a lesson plan with projects and worksheets, a dramatic reading of their story, a slideshow presentation on bullying, original songs and audience participation.

Inspired by John's personal childhood experience, this husband and wife writing team share their message in an effort to help children identify and cope with the negative and aggressive behavior of bullying. Their goal is to foster awareness and provide children with an understanding of their rights to a safe and healthy learning environment. In addition, the program provides a platform for educators to build and enforce anti-bullying policies throughout the year as they encourage children to come forward and report incidents of bullying.

Drishtee is using the financing from Acumen Fund to scale from just over 700 kiosks in six states to over 30,000 kiosks in 23 states, primarily in rural villages, as well as add four new services for the poor. As Drishtee scales in both kiosks and services, it will move towards sustainability, first locally and then at an organizational level. Drishtee’s investment in infrastructure (both physical and virtual) is enabling it to expand its focus to areas that impact core livelihood and living standards issues such as access to healthcare services. This “bundling” and distribution of services will be driven by Quiver, the primary focus of Acumen Fund’s investment into Drishtee.

More than any other factor, lack of quality healthcare has the distinction of making the maximum number of rural villagers slip below the poverty line. A recent Disha survey found that close to 12 percent of rural income is spent on healthcare and nearly 60 percent of this population takes loans at annual interest rates of 60-120 percent in order to pay for prolonged treatment or hospitalization. Acumen Fund’s investment is enabling Drishtee to develop health services including access to quality medicine and health information.

A group of wildlife enthusiasts from the npower graduate scheme has been giving Welsh beaches a boost in time for the British summer, donning their wellies to clean up the coastline in the Vale of Glamorgan.

Graduates from npower's power station in Aberthaw adopted a stretch of coast and spent a day carrying out a beach clean, working to guidelines provided by the Marine Conservation Society (MCS), which is a UK charity dedicated to the protection of seas, shores and wildlife.

The group scaled the beach with a litter picking mission, helping to protect wildlife in the area and supporting the MCS's campaign for cleaner seas, by providing campaigners with information about the litter found on the shoreline.

As a Volunteering England initiative in support of Volunteers' Week (1 - 7 June) it is the latest drive from the organisation to encourage staff to support projects in their local community through its employee volunteering scheme.

Until last May, Benjamin’s Robinson’s greatest challenges were mastering the Wii and choosing his favorite Chinese food restaurant. Now, the eight-year-old from Vergennes, IL, is entering his twelfth month of therapy at St. Louis Children’s Hospital for a medulloblastoma (http://www. stlouischildrens. org/content/greystone_418.htm), a form of pediatric brain tumor.

With brain surgery, six weeks of radiation, and twelve months of chemotherapy behind him, and at least three more months of chemotherapy to go, Benjamin is nearing the finish line of his grueling journey. It's a journey for which his mom, Shelly Robinson, admits nobody could ever really prepare.

"He spent the first few weeks learning how to walk again after brain surgery," explains Shelly. "His ongoing care is made up of so much more than the chemotherapy - he comes in for routine MRIs, vision and hearing screenings, physical therapy, and educational assessments, just to name a few."

Recognizing a need to help educate new patients about the realities of brain tumors or other pediatric cancer (http://www. stlouischildrens. org/content/greystone_1227.htm) treatments, the hospital asked Benjamin if he'd be willing to share his personal experience.

Benjamin's Kid Cam captures some of the scary moments he routinely encounters – like accessing the port used to deliver his chemotherapy medication. The video also captures many of the lighter moments of hospital life, like visits with the music therapist, members of the Child Life Services team, and "Nel," one of the many therapy dogs who visit regularly.

Structured settlement? In America and abroad, structured settlements are on the rise!

You have probably heard the term “Structured Settlement” on a television or print ad and wondered what it meant. After all, the term is not a part of our everyday lexicon.

A structured settlement is a contract under which an insurance company undertakes to make periodic payments to an injured party as part of a bodily injury claim settlement or to a surviving family member to whom a large settlement has been awarded. These are just two examples of where a structured settlement might be used. Structured settlements have become popular because they offer substantial benefits to all parties involved in the settlement agreement.

A brief review of the dictionary reveals the following definition: a structured settlement is simply a financial package that permits a settlement to be paid in regular payment installments for either a set period of time or over a lifetime. In short, a structured settlement is a package that is tailor made for the individual or payee by the payer or an interested third-party. Some structures include immediate payment to cover any special damages that may have occurred or will occur.

The system of structured settlements was first introduced in Canada in the early 1970Â’s and spread into the United States very quickly. Within a few years, the idea had found its way to many countries including Australia and most member states of the European Union.

Benefits of a Structured Settlement

A structured settlement annuity provides a payment stream that is tax-free over a determined period of time. Most investment options such as stocks and bonds, real estate, savings accounts, and similar vehicles simply cannot match the flexibility and security of a Structured Settlement Annuity.

Another benefit of a structured settlement annuity is that it can be designed so that payments are made over an extended period of time, even throughout the life of the payee. In the event of the recipient's death, a guaranteed portion of the settlement may be paid to the person's estate or to a named beneficiary.

Structured Settlements have become quite common and offer the additional security of regulation by both Federal and State statutes. There are also provisions in IRS and Medicare/Medicaid guidelines which take them into account.

Alternatives to Structured Settlements

ItÂ’s quite easy to see that a structured settlement can work to the advantage of all parties in a variety of circumstances. However, there are occasions when the beneficiary of a structured settlement would prefer not to have periodic payments, preferring instead a lump sum payment. Such might be the case where an individual would like an amount of money to purchase a home, perhaps to cover large medical bills or to pay off a mortgage.

This option has also proved especially popular with lottery winners. There are a number of insurance companies and others that provide this service for a fee. In such instances the insurance company or another interested third-party makes the lump sum payment with a charge for expenses and interest deducted. It is important to consider these fees and read the fine print carefully to be sure that you are not signing away the bulk of your payment.

How do the alternatives work?

The settlement contract is sold to a financial institution which then accepts the periodic payments from the payer and gives the beneficiary a lump sum. Commonly, the financial institution involved will be another major insurance company.

The insurance company charges a handling fee which will usually be calculated to take into account adjustments for interest charges and handling costs. Again, if you are considering taking this option you must bear in mind that the company buying the payments for a cash sum is in business to make money. The amount of the one-off payment will certainly be considerably less than the gross amount that would have been received over the original extended period.

Unless the amount of the lump sum is very substantial and the recipient can be sure of consistent investment income, itÂ’s almost certainly going to be better to stick with the original arrangements. An exception might be where the recipient is a younger person in good health with a substantial expectation of gainful employment for the long term.

Again, as with any contracts be sure to read and understand the terms of the agreement you are making. Make a list of questions and ask until you understand. It is also a good idea to cast a wide net when looking for an alternative to structured settlements as fees and services; and thus your bottom line can vary greatly.

Your 20s: Get out of debt (and stay out). It’s all too easy to finance your start in life with credit cards. On top of that, if you’re a college graduate, you probably have student loans. However, this is the worst time of life to go into the red. Debt is savings in reverse, and if you go deep in debt now, it could haunt you for the rest of your life.

Your 30s: Save for retirement. Sure, retirement is still 30 years away, but this is actually the best time to save for it. Thanks to the power of compounding returns, the money you stash away now will grow much more than money you save later. "One option that I think is great is scarves, but I also encourage you to try hats and wigs and find the look that works best for you and go with it. If you feel good about the way you look, everyone around you is going to be comfortable with it as well."

California eHealth Collaborative (CAeHC), announced a successful demonstration of five community-based health information exchange (HIE) projects in California using Nationwide Health Information Network (NHIN)-enabled gateways to securely exchange clinical health information to improve patient care. As part of the "Connecting California to Improve Patient Care" conference, held on Friday July 10 at the Krug Event Center in Healdsburg, California, CAeHC hosted the live demonstration. The 160 attendees at the conference included industry leaders with direct experience in successful deployment and operation of health information technology. Another 126 people logged into a webinar service to view the live demonstration.

Using recently released NHIN-enabled CONNECT and other NHIN-enabled Gateway software, five members of the California eHealth Collaborative demonstrated their production-ready ability to share patient clinical information for treatment purposes among regional health care provider networks in California. The public test demonstrated different scenarios showing how clinicians can provide improved care by obtaining critical clinical information from a patient's medical record even if the health data is located in another community.

"One of the key aspects that was clearly demonstrated is that the clinical data exchange is simple and clean, and yet it is accessed from within the clinical system that is familiar to the requesting provider," said John Mattison, MD, Chief Medical Information Officer for the Southern California operations of Kaiser Permanente, and a participant in the demonstration. "The beauty of this approach is that there is no training required because of how the imported information is requested, accessed, and displayed within a completely familiar user interface."

HIEs that participated in the California eHealth demonstration were: • Kaiser Permanente -- using the Kaiser Permanente NHIN Gateway • Long Beach Network for Health -- using the MedPlus NHIN Gateway • Orange County ER Connect -- using the Mirth Connect NHIN Gateway • Redwood MedNet -- using the Mirth Connect NHIN Gateway • Santa Cruz HIE -- using the Axolotl NHIN Gateway The demonstration proved that any community based HIE or provider network that conforms to the NHIN standards can securely exchange health care information for treatment purposes. Providing physicians, hospitals and safety net providers with low cost access to data exchange technology is a key component of the Obama Administration's goal of achieving "meaningful use" of electronic health records (EHR) by 2014. "We are pleased that the California eHealth Collaborative is developing the ability for its member organizations to exchange data using NHIN protocols and conventions. We believe that secure, interoperable health information exchange is going to improve health care for millions of Americans when it is widely adopted," commented Ginger Price, program director for the Nationwide Health Information Network.
"This capability is exactly what Congress had in mind when it emphasized standards-based clinical data exchange as a basis for receiving incentive payments. California eHealth Collaborative is showing Californians and the country as a whole that it's possible to share data in a safe, reliable, and affordable way to improve care," said David Lansky, CEO of Pacific Business Group on Health, and member of the Federal Health IT Policy Committee.

The HIE participants exchanged a clinical summary of each patient's care, sending electronically the type of referral document that might otherwise be faxed or sent by paper between a referring primary care physician and a specialist. The demonstration highlighted how nationally-standardized clinical data was integrated into different physician workflows at the point of care by the local systems that were chosen by the providers in each care setting. The HL7 standard electronic documents that were exchanged included discrete data elements that can be incorporated into the receiving systems. Multiple records were exchanged to show that the process is general and not a special case. The data exchange demonstration was observed by members of the California Privacy and Security Advisory Board (CalPSAB).

"The demonstration clearly showed the technology for HIE is here and ready, now we need to focus on the remaining policy issues to get HIE deployed," said Todd Ferris, MD, Privacy Officer at Stanford University School of Medicine, and a member of CalPSAB.

"The release earlier this year of the NHIN-enabled Connect Gateway software is a game changer," said Will Ross, Project manager for Redwood MedNet, host of the conference and a participant in the demonstration. "This shows that the technology to securely exchange health data is now shovel ready for field deployment, and that the key issues facing us are the legal and operating agreements between heathcare entities to exchange the data."

Blue Cross and Blue Shield of North Carolina (BCBSNC) is turning its vision for a healthier North Carolina into a statewide, grass roots movement promoting nutrition and exercise. The state's largest health insurer is launching a new campaign, "Eat and Move," that will engage kids, parents and teachers in healthy behaviors.

BCBSNC is the first health insurer in North Carolina to target children and their families with a grassroots movement urging them to take some giant steps toward good health. The campaign will focus its efforts in five distinct environments: classrooms, grocery stores, pediatrician offices, mobile community events and the Internet.

"We know that kids have tremendous influence on their parents' choices," said Bob Greczyn, president and CEO of BCBSNC. "We already know that about a third of the children we cover are overweight or in danger of becoming overweight. Eat and Move is our attempt to engage to become household advocates for nutrition and exercise and encourage adults to take the first steps towards healthier lifestyles."

BCBSNC kicked off the Eat and Move campaign when third grade teachers across North Carolina received information about a free education curriculum for their students available on eatandmove. com, the heart of the grassroots campaign. More than 300 teachers across the state have already downloaded the free series of lesson plans about the human body and nutrition. Third grade students have gotten into the act by entering a health related poster contest to win prizes for themselves and for the school. So far, more than 70 posters have been submitted. Attorneys representing the Teamsters and safety advocates argued in front of the U. S. Court of Appeals (District of Columbia circuit # 06-1035) challenging Hours of Service (HOS) regulations that place drivers and the general public at risk.

The Teamsters joined Public Citizen, Citizens for Reliable and Safe Highways, Parents Against Tired Truckers and Advocates for Highway and Auto Safety in petitioning the court yesterday to overturn the rule issued in August 2005 by the Federal Motor Carrier Safety Administration (FMCSA).

"We have said from day one that the rules as they stand need to be changed," said Jim Hoffa, Teamsters General President. "They force drivers to work more hours with less rest over the course of a given week. Their safety and the citizens they share the roads with are put at risk because these rules only lead to increased driver fatigue."

The 2005 rule dramatically increases both the number of hours that truckers may drive without a break and the number of hours truckers may drive per week. Before 2003, truckers were permitted to drive no more than 10 consecutive hours before taking a break. Now, truckers can drive for 11 hours straight.

The union also opposes the 34-hour restart--a provision that resets the driver's clock after a 34-hour rest period. In a seven-day period, this puts drivers behind the wheel 14 hours longer with considerably less rest than the old rules.

Prior to 2003, drivers were barred from driving after they had worked 60 hours in the previous seven days or 70 hours in the previous eight, depending on the company schedule. Under the 2005 rule, truckers can now drive 77 hours in seven days or 88 hours in eight days - a more than 25 percent increase.

On-duty hours during which truckers may drive have also climbed, so that a driver working 14-hour shifts under the new rules can now work as many as 84 hours in seven days or 98 hours in eight days - a 40 percent increase over the old limits.

In addition, the new sleeper berth provision requires an eight-hour rest period, forcing a team driver to "rest" for eight hours in a moving truck, with engine noise, vibration and other distractions around them.

"The 2005 hours of service rules issued by the FMCSA must be fully reviewed and rewritten," Hoffa said. "There is no excuse for such blatant disregard for the health and safety of the highly trained men and women who are responsible for negotiating big rigs throughout our country. Their ability is directly effected by the quality and quantity of the rest they receive and the HOS rules should reflect that."
