A new International Council of Nurses Network has been established to promote excellence in nursing education. New realities of international migration, easier movement across and between countries, advanced communications technology, global health care, and a worldwide nursing shortage make the preparation of a 21st-century, diverse nursing workforce a critical priority.

A new International Council of Nurses Network has been established to promote excellence in nursing education. New realities of international migration, easier movement across and between countries, advanced communications technology, global health care, and a worldwide nursing shortage make the preparation of a 21st-century, diverse nursing workforce a critical priority. Based on strong interest from several of its member national nurses associations (NNAs), ICN has responded positively to a request coordinated by the National League for Nursing to establish the ICN Nursing Education Network. The new network provides a forum to address nursing educational issues worldwide.

"The ICN Education Network is a significant step forward in addressing nursing education and strengthening its contribution to the global health agenda," stated ICN president Hiroko Minami. "We need the voice of educators as we deal with the challenges of regulation and practice."

"ICN's mission to lead society toward better health dovetails beautifully with the mission of nursing education to ensure that graduates enter clinical practice equipped to successfully manage the conditions of health care delivery they encounter. We are pleased to stimulate an interest and marshal commitment to the establishment of this network. The network's inaugural meeting will be held during the 24th ICN Quadrennial Congress, June 27- July 4, 2009, in Durban, South Africa. Several countries have already signaled interest in collaborating on the development of an agenda; the NLN will work with ICN, its member NNAs, and interested individuals and educational organizations in moving forward. Among the primary items for exploration will be the international shortages of nurses and nurse faculty that exist in many countries.

Six of the largest Councils throughout Scotland now use the independent e-learning specialist, Trainer1, to train and support their in-house e-learning development staff. Trainer1 has also supplied these Councils with authoring tools – for use in developing their e-learning materials.

According to Trainer1’s managing director, Neil Lasher: “It began when a group of Councils, including Renfrewshire, Inverclyde and West Dunbartonshire, from the West of Scotland Health & Safety Forum, joined forces to purchase Trainer1’s e-learning toolkit training. One of the group’s aims was to develop some health & safety-related e-learning materials – and that meant that they needed some authoring tools and the expertise to use them.

“We supplied the authoring tools – Trivantis’ Lectora and our own toolkit - and trained their users. Fife Council, in East Scotland, also sent a representative to this training course and, enthused by the course, contacted Aberdeenshire Council and asked Trainer1 to offer the same training to both Councils’ e-learning developers.”

In addition to working with these five Councils, Trainer1 has been working with North Lanarkshire Council for some time – which gives Trainer1 a unique position of providing e-learning development advice, guidance and authoring tools to public sector authorities representing a large proportion of Scotland.

Thanks to the generosity of the Fred Nederlander family, all proceeds from the sold-out event will benefit the Betty Nederlander Healing Fund, established to commemorate the life of Nederlander’s wife Betty, who passed away in September following a courageous battle with ovarian cancer. The fund will provide philanthropic dollars for cancer care and research trials at Beaumont Hospitals, including funds to provide treatment access for uninsured and underinsured cancer patients.

“Betty and I shared 54 beautiful years together,” said Nederlander. “Our family established the Betty Nederlander Healing Fund to honor her memory and it’s fitting to honor her in the city and theatre that she loved. Although the campaign seems to have ended, questions remain about whether its conspicuous timing is related to the troubled Medicare Part D prescription program and if the FDA is responsible

Calgary, Canada March 16, 2006 – U. S. consumers have been victimized yet again – this time by their own government. Ever since mid-November patients who order their medication from licensed online Canadian pharmacies like Minit Drugs (www. pharmacy-online. ca) have had to endure annoying and potentially dangerous confiscations of their packages by Customs and Border Protection (CBP). Seizure rates escalated nearly ten-fold that of previous blitzes and appeared to be highly coordinated at 4 major mail hubs where CBP and FDA staff work closely together.

In an apparent policy shift, Customs staff seized and confiscated more than 13,000 packages that included sending intimidating notices to alarmed patients who were expecting their drugs, not confiscation letters. Interdictions deliberately targeted packages that contained non-controlled treatments like chronic heart and diabetic medications. Many patients were put at undue risk of an adverse event or even death by having their therapy interrupted. Although this reckless but deliberate operation appears to have abated, even legislators are questioning if it was a politically motivated attempt to forcibly eliminate competition for the beleaguered Medicare Part D program.

"Seniors on fixed incomes rely on Canadian pharmacies because it's still cheaper than Medicare," says Senator Bill Nelson, D-Florida. “It's clear this is a scheme designed to force seniors into the new Medicare prescription drug plan.”

"People with serious health problems were left with no medication and without any advance notification," Nelson added.

Eleven House representatives offered similar sentiments in a letter to CBP drafted by Reps. Gil Gutknecht, R-Minn., and Rahm Emmanuel, D-Ill. "We believe this unannounced policy of increased enforcement is irresponsible. This action fuels the criticism that our government is more interested in protecting the profits of the pharmaceutical industry than the health of its citizens."

S. patients for enduring through the blitz. “We always re-ship medications that have been seized as a courtesy but many patients were inconvenienced and needlessly scared,” says Barney Britton, President of Minit Drugs.

This was because Section 125 of the Internal Revenue Code disallowed benefits that resulted in deferred compensation for employees.

IRS Notice 2005-42 modified the rule that prohibited deferred compensation in Section 125 FSA plans. At the employer's option, their Section 125 plan with either a healthcare FSA, dependent care FSA, or both, can be amended to include this new 2 1/2 month extension.

In order to offer the new grace period for a Section 125 plan year, the employer must amend their plan documents by the end of that plan year. For 2005 calendar years the plan documents must be amended by December 31, 2005, to add the grace period extending the claims deadline to March 15, 2005.

People with sleep apnea are aroused briefly several times per hour every night as the tissues around their airway collapse and prevent them from breathing. Complications can include cardiovascular disease, stroke, diabetes, depression, and even death. The CPAP equipment provides a continuous, gentle positive air flow that keeps the patient's airway open and eliminates snoring. It is considered the "gold standard" in treatment for obstructive sleep apnea.

"Providing CPAP equipment and dedicated CPAP staff at both of the stores and at the Institute means we offer unparalled service for people with sleep apnea," Stoiber explained.

Adult children should not wait until a near miss or an outright tragedy before they talk to dad about giving up his car keys. But how do they bring up such a touchy subject? The campaign is designed to help adult children begin to address difficult issues with their parents such as driving, finances, independence and even romance.

"Because of this obstacle, adult children may wait until an emergency or crisis happens before talking to parents," said de Cock. "Our goal with the '40-70' campaign is to provide practical ways for adult children to talk to their parents now. We've seen lack of communication lead to misuse of medications, self-neglect and accidents."

Boomers and their parents can get a free 14-page booklet of conversation starters for sensitive senior-care subjects from the Torrance office of Home Instead Senior Care. The booklet was compiled with the input of Jake Harwood, Ph. D., national author and communication professor from the University of Arizona who is the former director of the school's Graduate Program in Gerontology.

Starting conversations early is particularly important for end-of-life issues such as power of attorney and wills, said Harwood, author of "Understanding Communication and Aging (www. amazon. com). Other topics may need to be addressed as well, he said. "For driving issues, you could say, 'Hey Dad, Fred from next door called to tell me about your accident. What happened?'" Harwood said. "Then take the opportunity to drive with your parent. Even a short drive would help you gauge your dad's skills and deficits."

Such conversations should be broached with care, added de Cock. "It's crucial to begin these conversations assuming 'if' rather than 'when.' Many older adults continue to drive safely as they age, so personal circumstances should determine how much discussion needs to occur," she said.

The Home Instead Senior Care survey found that Boomers have the most difficulty talking with their parents about independence issues, such as continuing to live in their own home, and that their parent's desire to remain independent makes it challenging to address such sensitive issues as health (28 percent) and money (21 percent). The fact that many of these families are still in a parent-child rather than a peer-to-peer role makes the conversations even more difficult.

"It takes two to tango," DeCock explains. "If an adult child always turns first to the parent in times of trouble, then they can expect the parent to continue acting out the parenting role."

"On the other hand, if the child becomes truly independent and stops these behaviors, then the parent may be more likely to relinquish the parent role," she said. "So adult children should be aware of the sorts of behaviors they are engaging in, which may cause their parents to act 'parentally.'"

The bottom line is to keep talking, because the parent-child conversation can be so important in helping seniors adapt to changing life circumstances. Good communication also is vital to helping families know when it's time to seek additional resources. "Oftentimes both adult children and their loved ones can benefit from outside help, such as a professional caregiver," said de Cock. "But the only way that will happen is if they can talk about it."

The Annual Election Period for the Medicare Prescription Drug Program runs November 15th - December 31st. Unfortunately, many seniors are still confused about choosing a plan. Eldercare expert provides the solution.

The second Annual Election Period for the Medicare Prescription Drug Program is here. The complexity of the program, however, has many seniors still confused and likely to be paying more for their drugs than they have to. Seniors who are in a stand-alone Medicare Prescription Drug Plan, or have no prescription drug coverage, are the ones who need to take action now and will need to review plan offerings annually. Even if a senior's drugs don't change, it's likely that the plan's formulary of drugs covered and pricing will. "I haven't yet had a client whose optimum plan choice remained the same each year," states Koch.

For seniors with retiree drug coverage there is probably nothing to do as long as the senior received notification that the drug coverage is classified as creditable. Seniors with Medicare Advantage health plans that include prescription drugs are also already covered. The best help for seniors on government assistance programs is available through their State Health Insurance Assistance Program (http://www. medicare. gov/contacts/static/allStateContacts/asp).

"Choosing a Medicare Prescription Drug Plan is based on different selection criteria than for most insurance," highlights Koch. What's most important is the total estimated annual cost which is driven by a combination of factors including: whether the plan's formulary covers all of a senior's drugs; individual drug classification and pricing; monthly premium; deductible amount; and whether doughnut hole coverage is included. A high premium plan does not necessarily equate to a better option for a senior.

MEDICARE PRESCRIPTION DRUG PLAN FINDER
The Government has developed an incredibly powerful search tool to compare drug plan options. "To make an informed decision on a stand-alone plan use the Medicare Prescription Drug Plan Finder at www. medicare. gov. It is impossible to manually review the 50-plus plan options that most people have," says Koch.

By entering their parent's zip code and drug name, dosage and 30-day supply, Boomers can obtain a prioritized list of drug plan options sorted from least expensive to most expensive plan based on total estimated annual costs including premiums, deductibles, copays and coinsurance. The five least expensive plans will show up initially. You can display all plans, do side-by-side comparisons of 3 plans and drill down to specific information on how to lower drug costs. The drug list can even be saved for later reference.

Total costs vary widely by plan. Koch emphasizes, "If you view all plans and compare the estimated annual cost of the first and last plan listed you will see just how widely drug costs can vary for your parent. And remember, this is for the same set of drugs." Koch continues, "Think of this as getting a list of the total cost of all of your holiday gifts if the same gifts were purchased from some 50 different retailers. You should be most interested in the least expensive plans."

Once you have reviewed the options and decided on a plan, it is best to enroll on the plan provider's website. It is also recommended to enroll during the beginning of the election period to ensure that coverage data is available to your pharmacy by January 1st.
