On Saturday March 25th, Medgar Evers College will host the “Pause…Breathe…Renew,” Women’s Health Conference. The Conference is free and open to the public. Free screenings for cholesterol, oral hygiene, glaucoma, and hypertension will be offered to participants, as well as several giveaways.

The Conference will feature panels on diabetes, asthma, sickle cell anemia, heart disease, and sexually transmitted diseases, particularly HIV/AIDS. Additionally information will be distributed on holistic healing, mental health, exercise, mammograms, OB/GYN problems, and financial literacy.

In recent editorials to newspapers, Harris highlights the role of medical research in space, commenting that "few may realize that a truly 'bright light' for medical research can already be viewed in Earth orbit - the International Space Station (ISS). The launch of the first ISS element took place some 10 years ago. Today, the ISS is an orbiting facility with unparalleled microgravity research capability, able to do investigative tasks that cannot be done on Earth.

"Research conducted in the microgravity of space is seen as a promising window into drug treatments for such crippling afflictions as diabetes, Parkinson's, Alzheimer's, pancreatic cancer, cystic fibrosis and hemophilia."

Harris went on to comment, "NASA and Congress realize these benefits and are now partnered to make use of the United States segment of the ISS as a national laboratory. Research done onboard this orbiting outpost will open new paths for the exploration and economic development of space.

The first option would mean serving cold and bland pancakes—that’s not so appetizing. The latter would seem like watching a food court with long queues of people complainingly waiting to quench their appetite, while the each cook anxiously flips over pancake after pancake, making sure it turns golden brown.

Fortunately, neither scenario was necessary.

An article published in the latest issue of Presidential Studies Quarterly discusses how the Bush administration used a little-known policy tool of attaching presidential signing statements to bills to, in essence, veto them.

The statements serve to increase presidential authority while rejecting that of Congress. Presidential signing statements alter specific provisions of legislation without sending bills back for possible veto overrides. This is as effective and substantive as a line-item veto and can nullify a range of statutory provisions even as a president signs the legislation that contained them into law.

While the present administration is not the first to use the presidential signing statements, it has very effectively expanded the scope and character of the statement to nullify and reposition the powers of the presidency to Congress. Author Phillip J. CooperÂ’s study of the first term of the Bush administration reveals wide-ranging and systematic use of the statements to yield and define exclusive authority.

Presidential statements, by definition, are pronouncements issued by the president when a congressional enactment is signed. In addition to providing general commentary, the statements provide the presidentÂ’s interpretation of the language of the law, announce constitutional limits on the implementation of some of its provisions, and/or indicate directions on administering the new law in an acceptable manner. These statements inform the relevant agency head of the administrationÂ’s objections.

“That, of course, means that they are to act in the manner that the administration considers appropriate as compared to the way the legislation sets forth by policy,” Dr. Cooper explains. In taking advantage of this power, the president leaves Congress with few response options unless it is willing to pass entirely new legislation, which in turn would create a stronger veto threat.

The development of the public health Centralized Application Service (CAS) was guided by a national advisory committee of directors of admission, faculty, and deans of the accredited schools of public health. Liaison International, Inc., a company based in Boston, MA, worked with the committee and ASPH to develop the service and will manage the day-to-day operations.

The SOPHAS website provides a directory of CEPH-accredited schools and the degree programs they offer, information concerning deadlines and requirements, and a frequently asked question page. The online application allows applicants to enter their contact information and academic and work history, to designate references, upload CVs/resumes and to submit personal essay to each selected school.

SOPHAS remains a source of information even after applicants have completed the online application. Through the site, applicants can track their application until they receive notification from the school or schools.

Twenty-two schools of public health will participate in SOPHAS in its inaugural year and more schools have already indicated they will join in the second year of service. A directory of schools of public health is available at www. sophas. org.

The development of SOPHAS represents a growing trend in centralized application services. Other application services for schools of health professions include allopathic medicine (AMCAS); dental medicine (AADSAS); osteopathic medicine (AACOMAS); pharmacy (PharmCAS); physician assistant (CASPA); podiatric medicine (AACPMAS); veterinary medicine (VMCAS) and Texas state schools (TMDSAS). The timing of the launch of SOPHAS also reflects increasing interest on the part of students in pursuing a career in public health. Over the last decade, the number of applications to schools of public health has nearly doubled and SOPHAS will serve to ease the application process for these prospective students.

Zarqa is one of the poorest cities in Jordan. Close to 800,000 people make up this industrial center and many of the students' families are immigrants or low-wage factory workers. The school offers a unique opportunity for Children, Incorporated to make a difference as the student body is equally split between Christians and Muslims, a rare situation in this buttoned down area of the Middle East.
