This overview course provides an introduction to society’s organized response to natural and technological hazards and disasters in the United States. Examine the events that threaten communities and challenge those who are responsible for the lives, safety, and well-being of others. Explore the history and evolution of emergency management from citizen volunteer activities to the organization systems in the public and private sectors. Course will include an expanded look at the history of disaster and its consequences in the United States. An overview of risk assessment will be included, along with an examination of the basic tenants of sustainable communities and their role in disaster mitigation. An overview of communication issues relevant to emergency management will also be provided.

Course instructor, Nicholas L. Crossley, MSW, CEM is the Assistant Director of Johnson County Emergency Management and Homeland Security in Kansas City, Mo. Crossley received his CEM in 2002 and the Kansas Emergency Management Certification in 2001. He serves as Vice-Chair of the International Association of Emergency Managers – Certified Emergency Manager Commission. Crossley was recognized as Emergency Management Professional of the Year in 2001 for the state of Kansas. He is an E-Map assessor and has taught several online emergency management courses.

Law and Policy of Emergency Management
Discuss the Stafford Act, legal processes related to emergency management and their effect on social change, delivery systems, and affected populations. Survey acts of political terrorism, ranging from low-level threatening acts to acts of violence that present significant risk to human life and property (including large-scale acts of violence using "weapons of mass destruction" that have devastating long-term effects). This course will address the nature and many forms of terrorism as well as policies and programs to reduce risk from the consequences of terrorism.

Course instructor, Keith Earnshaw, PhD, earned his MS in Health Physics/Environmental Toxicology and BS in Environmental Health from Purdue University, and his PhD in Engineering Science from Rensselaer Polytechnic. Dr. Earnshaw is president of Earnshaw Environmental, which supports the Department of Homeland Security’s REP Program. “Self service involves the 3 A’s – audience, author, and algorithm. Say the author is a world-class vet, working for the Department of Agriculture, who has written a research paper on BSE. She writes the document in ‘vet speak’ and uses the terminology she’s used to. The audience in this case is a farmer, who’s worried about mad cow disease. But when he types “mad cow” into the Department of Agriculture’s website, the research paper doesn’t show up. That’s because the website’s search algorithm is too simple and has no understanding of meaning, and looks only for the words “mad” and “cow” in the documents on its system.

We could take this a step further, by assuming the farmer then phones up the Department to ask for advice about mad cow disease. The telephone operator has a third vocabulary, and she might search for ‘MCD’ on the Department’s intranet, again, turning up nothing about ‘mad cow disease’ or ‘BSE’. She’s trained to try to help the farmer answer his query, so she puts him through to the – very expensive – vet.

All this has cost the Department time, money, and credibility. With a semantic search platform on the intranet and the website, diverse vocabulary is no longer an issue and the farmer could have ‘self serviced’ his query.”

Hundreds of government officials, growers, agricultural researchers and extension personnel gathered recently to make decisions that will impact the quality and quantity of the fruits and vegetables on our tables and the ornamental plants that beautify our landscapes.

They were determining 2010-2011 research priorities for the Interregional Research Project Number 4 (IR-4), an organization launched more than four decades ago by the U. S. Department of Agriculture. IR-4 is responsible for conducting residue studies and investigating the safety and effectiveness of new, reduced-risk herbicides, insecticides and fungicides that can help growers of specialty crops successfully manage pests and improve yields.

“Specialty crops” include hundreds of fruits, vegetables, nuts, herbs, spices, flowers, shrubs and trees that bring diversity to our diet and color to our homes and gardens. Among them are seasonal favorites such as Christmas trees, poinsettias and holly, and even the nuts, berries and sugar used in holiday treats.

“IR-4 not only benefits crop producers, but also our nation’s consumers,” says Lee Van Wychen, PhD, science policy director for the Weed Science Society of America (http://www. wssa. net). “The public has a vested interest in environmental protection, food safety and affordability, and IR-4 addresses all three.”

Funding for IR-4 comes from the US Department of Agriculture (USDA), state agricultural experiment stations and private industry. “Studies show that IR-4 is a sound investment that is paying enormous returns,” says Jerry Baron, PhD, executive director of the IR-4 Project (http://www. IR4.rutgers. edu).

Research conducted by Michigan State University’s Center for Economic Analysis found that the IR-4 Food Program’s annual budget of about $15 million made an $8 billion contribution to the Gross Domestic Product (GDP). In a second study, researchers found that the IR-4 Ornamental Horticulture Program contributed $1.1 billion to the GDP on an investment of $1.4 million.

“To date, IR-4 has been instrumental in the approval of more than 20,000 chemical and biological uses to protect specialty crops,” Van Wychen says. “As a result, farmers have a broader and more effective range of choices for managing weeds and other pests.”

One example of IR-4’s success is sugar beets, a source of sugar for holiday treats. Growers have traditionally had a limited arsenal of herbicides for weed control in sugar beets because the plants are susceptible to injury. One product that works well is ethofumesate, an herbicide that controls broadleaf and grassy weeds. Many growers were unable to use ethofumesate, though, because they followed their sugar beet crop with wheat. The herbicide’s label required a 16- to 18-month wait before wheat could be planted in a treated field. IR-4 stepped in to conduct field trials that proved wheat could be safely planted much sooner without injury or unacceptable residues.

Another example involves poinsettias, which have become a prized holiday tradition. Throughout their growing cycle, poinsettia plants are susceptible to insects and diseases, including whiteflies, powdery mildews and root rots. IR-4 has worked with researchers to identify products that can protect poinsettia plants without leaving an unsightly residue or damaging their showy leaves.

“Registering a pesticide can be a long, expensive and complicated process,” Van Wychen says. “IR-4 research provides required information that allows many herbicides, fungicides and insecticides to be registered for use on specialty crops.”

IR-4 is headquartered at Rutgers University, with laboratories and field research sites in 36 states and Puerto Rico. NWF Report Documents How Outdoor Time Boosts Academic Performance

Remember how great it felt to buy that new box of crayons? Selecting new school supplies at this time of year is always fun for kids but parents may be surprised to learn “nature” is one more thing they should put on the back-to-school supply list. According to a new report by National Wildlife Federation, “Back to School: Back Outside,” time spent outdoors both during school and at home helps children become high-performance learners and score higher on standard tests.

Unfortunately, American children spend only minutes a day playing and learning outdoors which presents a new educational challenge for our country. The report examines the impact of outdoor and environmental education, outdoor time and nature study on student motivation, effectiveness at learning, classroom behavior, focus and standardized test scores.

The report shows how outdoor time is connected with wide-ranging academic benefits including;
improved classroom behavior, increased student motivation and enthusiasm to learn, better performance in math, science, reading and social studies, reduced Attention Deficit Hyperactivity Disorder (ADHD), higher scores on standardized tests (including college entrance exams), help under-resourced, low-income students perform measurably better in school.

Some teachers don’t need convincing. A spring 2010 survey of 1900 educators by the National Wildlife Federation found that:
78 percent believe children who spend regular time in unstructured outdoor play are better able to concentrate and perform better in the classroom, 82 percent said students need daily unstructured outdoor time as a counterbalance to the significant time spent indoors in front of electronic media, 75 percent said students who spend regular time outdoors tend to be more creative and better able to problem solve in the classroom

Sadly, the trend has been away from outdoor time and outdoor learning in recent years, a shift that does a disservice to the country’s children. “It’s ironic that time outside during the school day has been reduced to allow more time for standardized test preparation when it’s that very time outdoors that could create higher test scores,” said Kevin Coyle, NWF VP for Education and Training and author of the report.

“Back to school: Back Outside” spells out how schools can implement outdoor time through recess, school gardens, campus greening projects, field trips, outdoor education programs, environmental learning and safe routes to school programs.

The report also shares tips for parents and caregivers who want more outdoor time for their kids. These include:
Get your kids to trade screen time for green time. Limit use of electronic media and encourage your children to just “go outside and play”. Let your kids walk and encourage other moms in the neighborhood to do the same with their kids. Walking with your children is a great way for adults to get their daily exercise, Be an advocate for outdoor time at your children’s school. Suggest this for a topic at a PTA meeting and let your school’s principal know how you feel, Volunteer some time to green your child’s school grounds with more trees and natural vegetation, Support outdoor learning programs and let school administrators know that such programs are seen as valuable and should be part of your child’s school experience. Speaking up can go a long way to making outdoor education a reality.

The Doe Run Company announced today that its Herculaneum, Mo., smelter facility exceeded the National Ambient Air Quality Standard (NAAQS) for lead in the third quarter of 2006 at the Broad Street monitor. While nine of 10 air monitoring stations have consistently met the standard, this single monitor, located 200 yards west of the facility, has been slightly over or under the standard since the 2000 State Implementation Plan (SIP) was completed in July 2002.

“We are working with the EPA [Environmental Protection Agency] and the MDNR [Missouri Department of Natural Resources] to identify measures that will allow us to consistently meet the standard,” said Gary Hughes, general manager of Doe Run’s Herculaneum operation. “Improving air quality and maintaining a healthy community are our shared objectives. As we press forward toward the goal of consistent attainment at all 10 monitors, we sincerely appreciate the continued support and cooperation of our community.”

According to data collected by Doe Run, final third-quarter results from strategically positioned air monitors in Herculaneum ranged from 0.1 to 1.6 micrograms of lead per cubic meter of air, placing the area just outside the EPA-specified air quality standard of 1.5 micrograms of lead per cubic meter of air (averaged over a calendar quarter). The Broad Street monitor registered 1.6 micrograms of lead per cubic meter of air for the third quarter. The remaining air monitoring stations (High School, Bluff, Sherman, City Hall, South Main, South Cross, North Cross, Mott and Circle) were all within the standard.

Aaron Miller, environmental manager with Doe Run, says the company constantly explores ways to bring emissions levels down– and keep them there. “We’ve come a long way since 1981, when the first State Implementation Plan was established. In fact, cooperative efforts have resulted in a 92 percent decrease in lead emissions since that time. We’re currently working on controls and technologies to further minimize emissions, and we expect to include some of those measures in the SIP that’s in development.”

The MDNR is reviewing proposed State Implementation Plan control strategies to determine if those measures will enable the area nearest the Herculaneum facility to stay within the NAAQS. A new SIP will be submitted by MDNR for the EPA’s approval in April 2007.

“We have tackled all of the big changes, so there are no more big bites to take out of the apple,” said Miller. “Our team is diligently working to control the things we can, nibbling at every part of the proverbial core to protect our neighbors and deliver what’s needed to our customers.”

Establishing a “buffer zone” between the plant and community is another of the strategies being considered in the SIP by agencies and the company to further protect the community. Discussions on the proposed buffer zone are ongoing.

The Tennessee regional surveys cover East, West and Middle Tennessee with an overall survey covering the entire state. The Florida regional surveys cover Tampa Bay, South Florida, and Northeast Florida, while the overall survey covers the entire state. The wages reported include industry groups such as banking, finance and insurance, government/education, healthcare, hospitality and restaurants, manufacturing/distribution, not-for-profit, services (business/consumer) and sales (retail/wholesale) and more.

Among the highlights of the survey's findings for Tennessee:
The average monthly employee turnover for Tennessee employers (http://www. salarysurveyonline. com) is 2.3%--considerably lower than the national average of 3.6%.

The reported 3.5% planned merit increase is higher than other reported averages of 2.8% to 2.9% for the state and lower than the national average of 3.8%.

Among the highlights of the survey's findings for Florida:

The average monthly employee turnover for Florida employers (http://www. salarysurveyonline. com) is 2.3%--considerably higher than the 1.8% reported last year but much less than the national average of 3.6%.

A marked decrease in merit increases. The reported 3.2% planned merit increase is lower than the national average of 3.8% and is down from 3.6% as reported in last year's survey.
