Improving water quality at Scarborough Beach has been a top priority for state and local officials in Rhode Island. On July 2, during a special event held on the beach, Governor Donald Carcieri officially announced an implementation plan to eliminate health-threatening microorganisms from entering the ScarboroughÂ’s bathing waters and lauded the team efforts of those who have worked behind the scenes to make it happen.

For some time, Rhode IslandÂ’s Department of Transportation (DOT), the Department of Environmental Management (DEM), and the Department of Health (DOH) have been working together to determine the cause and find the remedy for high bacteria concentrations, which, at times, have led to beach closures.

After DEM sampling results identified high bacteria concentrations within the drainage areas tributary to the five stormwater outfalls that discharge directly into the waters along Scarborough Beach, the DOT took immediate action to find a water treatment solution that specifically targeted bacteria removal.

Cindy Baumann, Director of Engineering for Crossman Engineering, consulted on the project, and helped design an innovative solution to eliminate health-threatening levels of bacteria from entering the bathing waters.

“The core of the solution involves diverting the flow from the five stormwater outfalls through a filtering system. The system includes new drainage piping filled with an antimicrobial material called the Smart Sponge® Plus developed and patented by AbTech Industries. The Smart Sponge Plus destroys bacteria and has been successful in treating Enteroccocus, E. Coli, and Fecal Coliform in stormwater applications. It is currently the only non-leaching anti-microbial product available to treat bacteria within stormwater and is fully recyclable,” Baumann said.

Rodolfo Manzone, Ph. D., AbTechÂ’s Executive Vice President and Chief Technology Officer, explained that Smart Sponge Plus employs an antimicrobial, chemically bound to the Smart Sponge polymer filtration material, which deactivates health-threatening microorganisms without releasing chemicals or leaching. Independent field testing has validated the effectiveness of the Smart Sponge Plus in multiple locations with a variety of microorganisms found in stormwater runoff.

“Unlike other antimicrobials that act by poisoning harmful microorganisms, Smart Sponge Plus technology is based on the antimicrobial’s interaction with the microorganism’s cell membrane. As student-athletes head back to the practice fields, the concern about heat and dehydration elevates. The following is general, science-based information on the “do’s and don’ts” of keeping athletes healthy in the heat.

Essential Heat and Dehydration Information

Colorado Springs, CO –(August 27, 2002)– As student athletes set out to the practice fields, so to does the concern about heat and dehydration. The National Strength and Conditioning Association (NSCA), has provided general, scientific based information on precautions to prevent and monitor heat and dehydration complications while training.

1. Get in shape first. It is critical that an athlete have a significant level of fitness before training in extreme conditions. Developing a “fitness base” builds the athlete’s resistance for the intensive training of two-a-day practices. Gradual exposure to heat on consecutive days is a recommended strategy.

2. Hydrate before, during and after training sessions. Water and dilute carbohydrate drinks should be served cool and should be made freely available, even during practice. Athletes should drink, at a minimum, every 15-20 minutes in the heat and at high altitudes. Do not rely on thirst as an indicator of when to drink. Scheduling break times during each practice session, allow athletes to recover, cool down and hydrate.

3. Schedule training sessions during cooler times of the day. It is a physiological fact that more work can be done in cooler and less humid conditions. This allows players to focus on sport techniques and maintain proper mechanics, and reduces the exposure to heat-related injury. Practice schedules should be adjusted to accommodate for the environmental conditions.

4. Monitor body weight. Small changes in body weight can have a significant effect on heat-related injuries. Athletes should replace lost bodyweight before a subsequent training session.

5. Dress appropriately. Practice clothing should be loose fitting and allow for effective air circulation. Wicking materials can aid heat loss through evaporation. Function over form should be the rule of thumb.

6. Maximize recovery between training sessions by:

· Avoiding stress and trying to relax

· Getting out of the sun as soon as possible

· Moving to a cool environment immediately after practice

· Staying in the shade or air conditioning when possible

· Lying down and resting for a short period of time between training sessions

· Getting a high quality and quantity of sleep

· Eating balanced meals to replace lost fluids and energy used

· Avoiding excessive clothing

7. Monitor hydration levels. Pale colored urine indicates that the body is hydrated. Dark or darker color urine indicates a dehydrated state.

Factors that can contribute to dehydration:

· Heat

· Humidity

· Altitude

· Inadequate fluid consumption

· Caffeine and alcohol consumption

· Tight-fitting clothes and clothes that do not allow evaporation

8. Watch for the warning signs of heat-related injury:

·  Decreased performance Â· Headache

· Chills or shivering Â· Lack of mental focus

· Thirst Â· Dizziness

· Irritability  Â· Cramps 

· Nausea

(http://www. azavea. com) Azavea (formerly Avencia), an award-winning geospatial analysis (GIS) software development company was awarded a Phase I Small Business Innovation Research (SBIR) grant of $150,000 by the National Science Foundation to test the feasibility of using graphics processing units (GPUs) to substantially increase the performance of raster-based geographic information systems (GIS) software operations.

Most contemporary work in GIS involves one or more of three major types of activity: a) database development; b) spatial analysis and map production; and c) web-based map display. Applications of GIS analysis technology are enormously diverse: land planning, climate change modeling, assessing the impact of sea level rise, natural hazard risk assessment, military scenario planning, cell phone tower placement, and business siting, and many more. Currently, these applications, which involve large amounts of geographic data-processing are usually tied to desktop workstations because of the significant amount of time, memory, and processing power required to execute the operations. Azavea’s GPU project seeks to achieve substantial improvement in the performance of operations on raster-based image data. The research team is optimistic about prospects for achieving processing speeds that are 10 to 20 times faster than current commercial technology and thereby enabling a whole new class of software for web and mobile devices.

In the past, GPUs have been used almost exclusively for video games and movies. In recent years, however, scientists and researchers have begun to apply the geometric calculation capabilities of GPUs in fields ranging from fluid dynamics to medical imaging and oil exploration. In this project, Azavea is using the OpenCL language, originally developed by Apple and now managed by Khronos Group, the nonprofit technology consortium. With OpenCL™, Azavea hopes to create a geographic data-processing framework that can use GPUs from multiple manufacturers.

In this Phase I SBIR project, Azavea is focusing on new algorithms for several types of “Map Algebra” calculations. Map Algebra is a widely-used conceptual framework for raster-based geospatial analysis in all of the contemporary desktop GIS tools. It was originally developed by Dr. C. Dana Tomlin, who is also serving as a consultant on the GPU project. In 2006, Azavea began development of DecisionTree®, a distributed geographic data processing system to accelerate one particular Map Algebraic operation. That work proved to be quite successful and has since been applied to problems in economic development, elections, public health, and sustainability. The GPU project is a natural outgrowth of that effort and one that builds on Azavea’s expertise in creating distributed software systems.

This is the sixth time that Azavea has been awarded an SBIR grant. Previous awards were from the U. S. Department of Education (Phase I), the U. S. A recent study published in the journal Value in Health presents the first attempt to compare two instruments using a population with coronary artery disease (CAD) enrolled in a multinational, randomized, double-blind clinical trial. The objective of the study was to compare the calculated HUI3 and the SF-6D values in CAD patient population.

Economic evaluation of health programs consists of comparing alternative interventions in terms of costs and consequences (outcomes) in order to better inform decision makers. One such evaluation, cost-utility analysis, incorporates the measured preferences of individuals for health outcomes of the alternative interventions, using quality-adjusted life years (QALYs). Utilities may be obtained from a variety of sources including the health utilities index (HUI3) or from transforming the SF-36 to a utility measure, the SF-6D. This study reports on utilities measured in a double-blind, multinational phase III clinical trial in patients undergoing percutaneous coronary intervention prior to hospital discharge and six months thereafter. In these patients, the HUI3 and the SF-6D generated different estimates of utilities. The gain in utilities from treatment was lower when using the SF-6D. Since utilities form the basis for calculating QALYs, these differences might result in differences in conclusions about the value of the new treatment.

"This is not a reversal of findings," says Marcelle Pick, OB/GYN NP, one of the founders of Women to Women. "The new study takes a second look at one aspect of the same data used in the 2002 WHI study. It shows that younger women taking HRT may have less risk for heart disease than those in the placebo group, while older women taking HRT clearly show increased risk."

"But the new study doesn't address other risks found in the original 2002 study, such as breast cancer and blood clots. Nor does it address the later findings on increased risk of dementia, including Alzheimer's," says Pick. "In fact, the new study confirmed that the most common form of HRT (estrogen with synthetic progestin) increases the risk of stroke in all age groups. So just because heart risk may be lower in women closer to menopause, that doesn't mean these women (or any other age group of women) on synthetic HRT are safe from stroke or other reported risks."

"With the proven stroke risk and without a new analysis of breast cancer risk, how can we really say synthetic hormone therapy is suddenly safe?" asks Dixie Mills, MD, renowned breast care specialist and partner in Women to Women's Personal Program. "The 2002 findings showed that women on estrogen-plus-progestin therapy were 26% more likely to suffer from breast cancer than those in the placebo group. And breast cancer risk is the main reason why I think women went off HRT in the first place," Mills says. "This risk has not changed."

Even Dr. Jacques Rossouw, the lead author on the study, agrees. "I understand that some people are going to say that we've reversed course," said Dr. Rossouw in his response to the Wall Street Journal. "The data are the data. We're saying the same things. We just have more detail."

"More research is definitely needed," says Mills. "The results do show a decrease in overall mortality risk in younger women taking synthetic HRT, but there is debate about whether these results are statistically significant." In fact, many of the positive results fail to meet the statistical standards set by the authors. And without statistical significance, the positive results could have the same chance of happening by accident as they do by a cause and effect relationship.

"What we can take away from all of this," says Pick, "is that researchers are moving toward what Women to Women has said all along. Hormonal supplementation is best the closer women are to menopause. If we look strictly at nature, it makes sense that starting supplemental hormones is not meant for women much past menopause. It isn't natural."

Pick continues by saying that "The real problem with the current headlines is that they tell women that synthetic HRT is safe. There's also a campaign by the pharmaceutical industry to convince women that there is no alternative to synthetic HRT. Neither position is true. Synthetic HRT is no safer than we thought it was before, and there are good, natural ways to find relief from menopause symptoms."

"I think women will be smarter than their doctors," says Mills, "and go with their guts on this one."

Dieting Brings Misery to Millions Says Weight Charity

Many more people are trapped by long-term dieting than has been previously recognized says new research from a weight-control nonprofit.

Research by a weight-control charity suggests that many more women than previously recognized are living their lives dominated by anxieties over eating and dieting.

The Weight Foundation says that obsessive dieting is to blame for great misery and that too little help is on offer for individuals who spend their lives locked into depressing and often unhealthy dieting regimes.

For many women, the panicky run-up to peak holiday time -- and also the Thanksgiving period -- are triggers for fresh cycles of self-starvation, with the lost weight often creeping back on.

However, The Weight Foundation is discovering that the extent of the worldwide dieting misery is much wider than these weight-loss and regain rituals.

The research being conducted by the charity's founder through the UK's Manchester Metropolitan University is shedding light on the millions of dieters worldwide who suffer long-term distress but do not undergo any dramatic swings in weight.

“The accepted pattern of dieting is what has been called Yo-Yo-ing,” explains Evans, a 46 year old Cambridge University social sciences graduate, professional motivational trainer and private therapist.

“Instead, we call this Swinger dieting because we find whether and how quickly weight returns depends on many factors and is not automatic like a Yo-Yo. However, the more you look at what is actually going on in the privacy of people's own homes, this is just the tip of the dieting iceberg.”

Flatliner dieting is identified as being a constant battle between “good” and “bad” foods, with people varying between treating and punishing themselves with food. These mini-dieting cycles can be packed within as short a time as a single day. The term “Flatliner” refers both to the lack of any jagged peaks of weight gain and loss and also to the emotional flatness and misery usually experienced with this lifestyle. There is constant tension between overeating and self-denial.

Lifer dieting refers to people who never really come off a diet at all, even though they may swap diets now and then. Lifers fear that breaking their strict eating regime for just a single day might spell disaster. Occasions such as weddings and family gatherings are times of high anxiety.

Evans says, “The majority of research to date on eating and dieting problems has tended to concentrate on the extreme areas of Anorexia and Bulimia. What we are finding, particularly horrible as these conditions are, is that there are potentially huge numbers of dieters experiencing great distress.

“As too little has been explored about the nature of dieting itself, many of these people suffer in silence, without understanding or support. For us, any type of dieting which tends to dominate existence is 'Hardcore Dieting' -- and we think it is a terrible drag on peoples' lives.”

Inquiries from desperate long-term dieters are already coming in from across the English-speaking World. There is an ongoing invitation for extra research participants to help gain extra insights into Hardcore Dieting.

“For instance, what we are already seeing is that in the U. S, even more than in the UK, is a widespread cultural acceptance that a dieting lifestyle is the morally correct lifestyle. We believe that this is leading a lot of people up a blind alley, nutritionally and emotionally,” says Evans.

The nonprofit Weight Foundation, which is four years old, has been granted funding from the Millennium Commission-backed UnLtd social enterprise incubator. This was to develop its new website and to turn itself a charity to handle growth in demand.

It is Evans' goal to develop an international network of committed individuals who can mentor dieters to move away from depressing and destructive habits. The philosophy is that by treating food and eating as mainly just a necessity of life, weight will find its natural -- normally lighter -- level.

“The key difference between happily slim people and unhappily overweight individuals is that, for the former, food plays a very small part in their lives.”

“Dieting can often make people overweight and it will always make them unhappy. The key to lasting weight control is to enjoy a healthy and natural relationship with food.” says Evans.

“It is only by developing a thorough understanding of what holds Hardcore Dieting in place that this message will stop falling on deaf ears.”

UNFPA, the United Nations Population Fund, is working as part of the coordinated United Nations response and with other partners to provide urgent humanitarian assistance to those who have been affected by the devastating earthquake in Haiti.

Experts are carrying out assessments in Port-au-Prince to determine the extent of the human toll and material damages in as much detail as possible.

“UNFPA extends solidarity, compassion and sympathy to the people of Haiti who are suffering from the devastating consequences of the earthquake. We are sending reproductive health supplies to meet the special needs of women, to prevent women from dying in pregnancy and to ensure safe deliveries,” said Thoraya Ahmed Obaid, UNFPA’s Executive Director.

UNFPA is prioritizing assistance to pregnant women in the impacted areas who are especially vulnerable during the crisis. It is estimated that one quarter of the impacted population are women of childbearing age, with thousands of pregnant women among them. Haiti has the highest rate of maternal death in the region—670 deaths per 100,000 live births—and with limited or no access to health facilities, pregnant women are at an even greater risk for complications and death related to pregnancy and childbirth.

UNFPA’s immediate humanitarian response includes delivering emergency reproductive health kits that contain essential drugs, equipment and supplies to provide life-saving services to pregnant women. During periods following a major natural disaster, women often lose access to basic health services. UNFPA will also work to ensure that women and girls have access to basic hygiene supplies so that they can live with dignity, even amidst the worst circumstances.

"The health of the community at large and its capacity to absorb and recover from a disaster of this magnitude depends to a significant extent on the well-being of women," said Dr. Jemilah Mahmood, Chief of the UNFPA’s Humanitarian Response Branch. “Taking care of women's needs will also help them to take care of the needs of others in their families and communities.”

Nanotechnology and gene research are high tech areas which are frequently touted in the media as holding enormous business and investment potential. They are both areas where it is the norm to work with what is invisible to the naked eye.

Businesses can certainly reap rewards by using tiny technology as the basis for innovation, but when the vocabulary of your product is complicated, and the product canÂ’t be seen by the human eye, then itÂ’s difficult to keep all stakeholders on board. If you, or your customers, are unable to grasp the concepts and communicate them well, then the understandable reaction is to fear the unknown.

The potential benefits of these ‘tiny technologies’ is enormous. Besides the visible development of new consumer products, such as transparent sunscreens, scientists now believe nanotechnology will improve quality of life in developing countries and significantly enhance agricultural productivity. Gene technology, on the other hand, may offer long-awaited cures to diseases that afflict humans, animals and crops.

The risks largely focus on what is currently unknown. With genetic engineering there are fears of human misuse, of health effects, and irreversible genetic pollution of the environment. In the case of nanotechnology, production of cheaper more efficient products may lead to conflicts or changes, ranging from a new era of arms races to environmental damage by product overuse. Regulation may struggle to keep up and a black market of tiny technology smugglers may emerge.

A major issue facing the industry is the management of uncertainty, namely the certainty of the technology doing what it is intended to do and whether, if the technology delivers, it will bring the anticipated returns to those who have funded its development. The potential of nanotechnology companies is huge. The investment literature for such companies is littered with terms like ‘emerging solutions’, promising that products may be cheaper, more efficient, more accurate. As yet this is all possibility, not reality. Unlike nanotechnology, gene technology is already offering canny investors good returns.

It will not be the scientist tinkering with genes, or the engineer creating nano-robots in the laboratory who brings problems for human and environmental well-being. It will be the irresponsible business manager, the short-sighted strategist and the unethical marketeer who, by creating and fulfilling new needs for reasons of profit rather than human well-being, cause a new wave of ethical issues to undermine business success.
