The Small Business Certification grants certified small businesses (SB's) a 5% bid preference on applicable state solicitations. Under the Prompt Payment Act, the state must pay a certified small business higher interest penalties for late payment of an undisputed invoice. California has a goal to use Certified Small Businesses in at least 25% of the state's overall annual contract dollars. The Disabled Veteran Business Enterprise (DVBE) Certification is a special qualification for businesses within the state of California that are wholly owned by a US veteran that has a service-related disability of at least 10% or more. California has a DVBE program that sets a goal to use DVBE’s in at least 3% of the state's overall annual contract dollars. By obtaining both of these certifications, the state can streamline its often expensive and time-consuming bidding process by contracting directly with BTS for projects valued between $5001 - $99,999.
